I'm using below code to open base64 encoded pdf file using javascript. I'm converting some markdown files into pdf using pandoc like this: I am trying to scale a pdf which is for example just small of a4 size up to a4.

This works fine with portrait documents. It works well with small pdf files below 1mb. Out of simple curiosity, having seen the smallest gif, what is the smallest possible valid pdf file?

But it doesn't work if the file size is greater than 2mb. The document is scaled up correctly and then padding is added to the top.
